EMFW 5 TOPIC 6: Multiple Distribution Refs?

The issue is whether multiple distribution references should be allowed. On the one hand, multiple distribution references might be useful if for example you wanted to send a "Cancel" message and thereby cancel 20 messages which you list as multiple distribution references. On the other hand, this may be an artificial example and one shouldn't complicate a schema for remote possibilities. If messages are considered as individual resources, then it might make sense and be acceptable to "Cancel" each message individually.  Note that this issue overlaps with the earlier TOPIC 1 (should RefDateTimeSent be required?) because one of the resolutions was to consider eliminating this DistributionReference altogether.  Also Note that DistributionReference and DistributionID are currently part of the DEEnvelopeType which means they aren't even used unless the DE 2.0 wrapper (EDXLDistribution) is used. If SOAP or other wrappers are used, then the DE Descriptor and DEContent elements can be used with whatever messaging id mechanism is provided by those wrappers.  This separation of the DE 2.0 into component parts was done because of the request by users to have the DE focus on its strengths of describing the emergency content and not continue to add elements which address general routing/messaging solutions.  (The thought was that the routing/messaging solutions are important and issues may exist, but they should be addressed in those existing routing and messaging standardization efforts.)

Potential Resolution: Limit (or not) DistributionReference to 0 or one.
