EMFW 21 TOPIC 4: Confidentiality Default - Add "Sensitive"

We discussed the reasons for why we had decided that the defaults for confidentiality should be simply "Classified" and "Unclassified": (a) we shouldn't make up default values if there isn't a community-agreed-to default list; (b) if there are multiple different lists, potentially competing, then we shouldn't take sides; (c ) if something is critically important, then the users should really think about what list of values to use and consciously pick one. For these reasons, the Confidentiality default was kept to a bare minimum, thereby encouraging users to consider the issue and pick a list that works for them.

Potential Resolution: No change required.
