EMFW -5 TOPIC 1: RefDateTimeSent - Optional

The issue is whether this DateTimeSent component should be required for creating the three-part DistributionReference, consisting of RefSenderID, RefDistributionID, and RefDateTimeSent.  The original idea of the DistributionReference is that it serve as a unique reference to a previous message.  The first two components are required (sender id and distribution id), but should the third (date time sent) be required? Previously the members thought "yes", but a counter-argument is that (a) the DistributionID alone seems sufficient; (b) the DistributionID is a string which supports a variety of standardized methods for developing unique ids which are preferable to re-inventing unique ids; (c) problems can be created by overloading a unique id with semantically-meaningful content; (d) we may be recreating routing/messaging protocols that are duplicative of existing systems. One underlying question is whether this message id is a general requirement for all good messaging systems or whether this is adding some value above and beyond for the benefit of emergency management. If the former, then perhaps it is better enabled through existing standards and through the solutions enabled by messaging systems in support of all types of messages. A larger issue is whether we need a separate DistributionReference mechanism to refer to previous messages or whether we can eliminate this and simply use the existing DistributionID. 

Potential Resolution 1: Allow this RefDateTimeSent element to be optional.

Potential Resolution 2: Simply rely on the DistributionID of the message as the reference and have that be the only required element in the distribution reference.

Potential Resolution 3: Consider eliminating the DistributionReference element and simply use the DistributionID as the globally unique id for messages and any updates.
