If it's any help for testing there are some "live" CAP messages 
available from the California EDIS network at 
<http://www.edis.ca.gov/cap_1.0>.  Volume of traffic depends on 
weather and other conditions in California.

And I'd love to see how my own code library handles other folks' messages.
