I suspect a face-to-face is necessary. In light of the recent tragedy in Minneapolis of the bridge collapse and the statement by the Sheriff about fielding a "ton" of e-mails offering help, equipment, and resources of all types. If the RM was in place he could have his staff and Incident Commander issue requests for resources.
