    Description: Add element or value for "sufficient" to either ResponseResourcesTotal (there is no Summary-RRS)) or ManagementReportingSummary. Since sufficiency is a number determined by Management Command and we don't have an RRS, it seems like sufficient ought to go to MRS. Should it be a number for any given resource; e.g. it changes with resource, or a boolean (Y/N).
