Document Description:
Meeting Minutes from the Reference Information Model (RIM) Subcommittee
meeting of February, 26, 2010.  At today's meeting, Dave explained
Authority Vectors and how the domain (e.g. geopolitical (gp)) and authority
structure (e.g. Earth/country/stateOrprovince/county/city) should be the
basis for the construction of the Uniform Resource Name (URN), e.g
urn:gp:us:NewMexico:Bernalillo:Albuquerque.  The idea is to gain an
understanding and appreciation of the significance of the Authority Vector
concept, the unique authorized naming construction in the URN and the
representation of the associated policies in external lists and ontologies.
 These components together with a supporting infrastructure enable routing
of emergency messages in a multi-jurisdictional setting with nonrepudiation
(i.e. assured Authenticity, Authorization, Authority and Intent) utilizing
the Sender, Recipient and Keyword ValueListURN components of the
Distribution Element (DE).
