Profiles and Layers

Jake: Sorry, have been off sick most of the week and I won't have a chance to do anything up for this meeting.  The key concept was to properly encompass what a profile/layer should do both with a specification document (business level) and schematron (technical level).

In Theory....part of the thinking behind this involves formal Layers as well as Informal ones. CAP has informal ones right now and the thought is that can continue with CAP and CAP2.0. However, formal ones would be applied through an OASIS process using a registered specification document (business level) and schematron (technical level). Both formal and informal ones could exist in CAP while the formal ones would be how its done the other EDXL family of standards. Informal ones would have pressure to be formalized if their was an expectation of a wider acceptance. I would assume this would also work for Profiles but haven't had a discussion to that aspect yet.
