Allen -

Perhaps I erred, technically, in posting the PPW letter to the 
external comment list, since as you point out PPW is in fact a member 
of OASIS.  And I think the earlier letter from NDSAmerica, which was 
strictly speaking a non-member "public" comment, got circulated on 
the TC list but not posted the external list.  Actually, I wasn't 
aware that we were under any explicit obligation to respond to a 
public comment anyway.  But you should certainly spend time with the 
OASIS folks on this if you think it'll be constructive.

And certainly feel free to speak with Craig... as you know, he's the 
state EM director for Florida... but please bear in mind that he was 
writing on behalf of the PPW Board, not as an expression of his 
individual opinion or even as their expert on this topic.

Also, I don't think the PPW letter says that any particular way of 
addressing the issue is the only way... in fact it specifically 
refers to "an option as described above, or some equivalent explicit 
provision..."  As I read it the only thing the letter specifies that 
PPW thinks the issue needs to be addressed explicitly in the standard.
