Yep.  Because of not doing this, HTML is now the 
web's "Love Canal".  Or like the Hanford storage 
tanks, a leaking source of pollution into the
watershed.

Practice good information ecology. Slow down progress 
if that is the only way to secure the future.

Just to add my support; if the elemental component parts of a spec aren't
specifically defined and subsequently "required" it ain't a standard. Good
