Re: [emergency] EDXL Schema and Test message

Validates and tests fine for syntax and usage with Xerxes and other
validators under Linux. I get a namespace warning with one of the
validators (may actually be an issue with the validator not being able
to pull the URL (which has no data), but I'm listing it in any case):
