The <subdivision> uses the ISO 3166-1 "two-alpha" country code, a  
hyphen and then the ISO 3166-2 subdivision codes.

The <location> uses the country code plus the UN/LOCODE designator.

No, that's the beauty of these particular choices... they function  
independently, so multiple instances can be mixed in a simple AND
