I fully support compatibility with GML.

However, my understanding of GML 3.1 is that it actually does use the 
"excess tag-gage", such as:

  <gml:CircleByCenterPoint>
    <gml:pos>  </gml:pos>
    <gml:radius> </gml:radius>
  </gml:CircleByCenterPoint>

(apologies if XML is not spot on - but I did speak to Simon Cox ;-)
