To me, the really essential work here is to assure that the geospatial 
aspects of EM TC standards are verifiably implementable correctly in real 
systems that use broadly deployed geospatial processing. For instance, 
right now I am looking for any mapping implementation of CAP using the open 
standard Geography Markup Language (GML) and Web Feature Service (WFS). I 
suspect that CAP with WFS is tricky, which is why we issued an Implementors 
Note two years ago.  Great harm can occur if CAP messages were to be 
misrepresented (e.g., inadvertently drop one of two geographic areas in a 
CAP alert, where one is designated as "shelter in place" and the other is 
designated "evacuate immediately".
