Renato, You are correct. This was done at the request of Tom Merkle during a short call after a EDXL SC call on July 21st. It was decided that there were items in the later model that needed discussion and TC buy-in. In the package created for review at http://www.oasis-open.org/apps/org/workgroup/emergency/download.php/13784/ED XL_Dist_Draft1.zip, a comparison of the schema that Tom Merkle provided and the one you provided on June 28th lists the specific differences.
