Fantastic!  A few comments are inlined in the attached.

Also... as part of the run-up to the Operational Acceptance Tests for  
the U.S. NOAA "HazCollect" program, Contra Costa County (California)  
and some other implementers have started work on a "U.S. Profile" for  
CAP use that details some of the particular usages required for back- 
compatibility with Weather Radio and EAS, among others.  (We have our  
first Canadian participant, so we may want to start calling it a  
"North American Profile" instead.)

Some of this profile's recommendations may eventually migrate into  
the overall OASIS CAP spec in some future edition, but others are  
peculiar to North America and probably should remain at the profile  
level.
