So in GML one would have something like:

	<abc:Hazard gml:id="g545">
		<abc:location>	
			... could be a GML point, polygon etc.
		</abc:location>
		<abc:alertArea>
			<gml:Polygon>...</gml:Polygon>
		</abc:alertArea>
		<abc:impactArea>
			<gml:Polygon> ... </gml:Polygon>
		</abc:impactArea>
		<abc:type>Earthquake</abc:type>
	</abc:Hazard>

Don't forget...we also have CAP's big brother EDXL-DE to consider.

Any changes to CAP, should be to make it also work "better" (less  
overlap) with EDXL-DE.
