I am not sure I agree. Broad adoption (possibly with flexibility to support local situations) is a major goal of a **standard**. Increased interoperability in a local context or in a particular community is the main goal of a **profile**. Since OASIS is an international organization, it should aim at satisfying the requirements of a global community of users. Locally developed profiles can then enhance interoperability in local contexts. It's very important to make sure that the standard can be effectively profiled, and that there is no ambiguity in the instances. For example, you don't want to allow the use of just "any" CRS without saying what CRS is being used. [RTL] Yes - I think that is the role of a CRS binding to geometry (like the srsName in GML) and the CRS registry - so there can be no ambiguity as to WHAT CRS is meant.
