Hi Frank, You might want to take a closer look at the Tactical Situation Object because it specifically explains itself in terms of CAP equivalence for many aspects of alerting, though it focuses on machine-to-machine operations that cross country/language boundaries rather communicating directly with the public. The multi-lingual dictionary is a significant advance. It does this in addition to being distributed by EDXL-DE. The lack of an EU version of EAS and a CAP type alerting capability, perhaps using the ITU version of CAP is needed for communicating the last mile to the public. I'm inbvolved with this through the Network Centric Operations Industry Consortium (NCOIC). I wanted to thank you for bringing this up, and let you know that we do have some awareness of the Oasis-fp6 work. I think your suggestion has merit. I have suggested that we consider cross-adopting TSO. But I don't know enough about the IEEE 1512 XML Dictionary to have an opinion about the feasibility of aligning with it, as long as it carries a significant financial commitment just to form an opinion about it.
