CHANGES:

   * ServiceListItemType/staffingLevels/staffingLevel - was of type StaffingCodeDefaultType - fixed by changing to StaffingLevelType
   * Radical Rejig of operationsList
      * changed to completely simple and taxonomy-based approach for operations as the breakout was not making any good sense. We don't need the level of control that we were attempting. In time there may be a level of control needed but for now
      * removal (planned - sitting in TO_DELETE element) of the grouped operations (security, facility, clinical, emergencyManagement, otherOperations)
   * Radical refactor of Location - removed the EDXLGeoPoliticalLocationType as it was duplicated in the facility/organizationInformation element.
      * Enforcing a required WGS84 (EPSG:4326) based GML element with optional elements (0?\226?\128?\166n) for alternate SRS geometries.
   * REMOVED CapabilityType - wasn't being used.
   * REMOVED SecurityStatusCodeDefaultType - wasn't being used.
   * REFACTORED StaffingLevelType to simplify - these are basically a specific type of resource need.
   * REMOVED TimeRangeType - replaced references with EDXL equiv (edxl-ct:TimePeriodType).
   * REMOVED GeoLocationType - was no longer being used due to heavy refactor of Location.
