SHOULD is ok.  I'm cautious regarding the extent to which legacy systems should influence CAP content, because it can create a case of the tail wagging the dog.  At NWS, we usually have separate CAP messages to reflect different conditions for different for geographic areas, but we may not be able to split out multiple instructions for adjacent geographic areas such as along the coast and further inland.  This may change in a couple years when we migrate to our next generation alerting system.
