I believe the Standard itself should not make policy regarding size limits on any element that is free form text. Such limits, if they are to be applied, can be done so by a community of users outside the Standard and if someone wants to play in that community then the community limit applies. If a limit is that important to a community then they can take ownership of it in both defining it and change managing it. Recommendations in the Standard to practices such as "keep it short" are ok in my opinion.
