Subject: [OASIS Issue Tracker] (EMERGENCY-16) Support CAP event location and movement

    [ https://tools.oasis-open.org/issues/browse/EMERGENCY-16?page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel&focusedCommentId=37585#comment-37585 ]

Art Botterell commented on EMERGENCY-16:
----------------------------------------

Here's a real-world non-weather example... especially interesting because the motion is non-linear and may follow multiple paths:

From time to time chemical plants in West Virginia release chemicals into tributaries of the Ohio River system. Communities downstream are very interested in when the contaminants will reach their water intakes. This is complicated both because flow rates vary along the course of the rivers and because the rivers are fractal features and so mileage computations are non-trivial.

Models exist to predict the arrival times at various points along various rivers. The output looks are a bit like the arrival-time tables we see for tsunami warnings. So we may want to support that sort of format as well as the relatively simple direction/speed form.

> Should a new CAP element be added that describes the current event location, speed and direction of movement?
> Also: Is there a need for describing motion? Ideas include multiple info blocks with own effective time/location or a new movingArea structure. Scenarios? Specifics?
