One alternative would be to use <eventCode>.  <eventCode> is optional, but you can map the values to their respecitve message type such as TOR -> Tornado Warning, CEM -> Civil Emergency Message, etc.  

While we (NWS) currently identify the warning product as the <event>, we also recognize the need to become more event based.  Our next generation warning tool, called Hazard Services, is now under development.  It is more of an event focused tool than what our forecasters use today which is product based.  Thus, I could foresee us migrating to a more event based paradigm in the years to come.
