Makes sense to me for 1.3. 

 For 2.0 I think we should probably revisit the definition and purpose of the <category> element.  I've never felt entirely comfortable with trying to fit the whole world of hazards into a fixed taxonomy.  In many of the early discussions I had the nagging sense that we were conflating the question of hazard-category with that of sending-agency-category.
