In answer to Mike's questions....Environement Canada is also going to a more hazard-centric approach and the use of polygons (rather than distinct political boundaries) will be what is stored in our base information set. Transforming to political boundaries in products will always happen but the base info will use <polygon> a lot more. Like the NWS, this is an approach in transition that will take several years. I will be gradual but the course has been set. Think 2016 for us but so much could happen before then.
