Eliot discussed Cancel messages and the issue comments which questioned whether Cancels would need an info block.  Jacob noted the original intent of Cancel was more akin to a Revoke.  Eliot suggested crafting a requirement that Cancel messages do not have an info block.  Gary noted how current practice was to use an info block with a Cancel to explain the reasons for the cancellation and that it was in widespread use.  Eliot suggested that Cancel could apply to the “event” instead and may be part of the new event information construct for CAP.  Jacob suggested that Revoke could be added in addition to Cancel to make clearer the distinct between the two practices.  Nuwan Waidyanatha asked about All Clear and its impact on Cancel.  Jacob elaborated on the changes that took place in CAP 1.2 to accommodate All Clear messages and noted that Cancel practices had evolved out of the lack of All Clear in prior CAP versions.  The group agreed that headline is a widely used element.  Eliot noted that there aren't many examples of where headline needs to be optional.  Impact based warnings were discussed and their requirement for an instruction.
