We received approval from the TC ADMIN that the approach (automatically generating document from the XML Schema) is acceptable. We respectfully disagree with the guidance here and believe that all key information is provided in the Appendix. However, we are working to take the spirit of the feedback here and adding where we can.

We will look to re-phrase portions of the XML Schema and references as to why we chose this approach. DARRELL to create wording to that effect.
