Frequency regulation is generally driven by Area Control Error which in an isolated balancing error is a function of the clock error.  When frequency is above the standard 60 hertz the clocks run fast.  When it is less than 60 hertz they run slow.  Frequency regulation attempts to bring the accumulated clock error back to zero.  And frequency regulation will also  reduce the absolute frequency error.  However in order to get the clock error back within limits the frequency may increased or decreased from the target 60 hertz.


Suggest rewriting as follows


Regulation services are used to maintain frequency and accumulated frequency error within allowable bounds.
