There should be a reference to NIEM (National Information Exchange Model)  Naming and Design Rules  - I presume we're using 1.3?  I suggest [NIEM] as the reference tag:

Text in Section 1.6 should say something like "For consistent extensibility and evolvability XML artifacts defined in this specification use the NIEM Naming and Design Rules [NIEM]" in the introduction to XML artifacts.

Should we claim conformance or use as guidelines?  We'll need a conformance statement.

Note that the niem.gov web site has a lot on 1.2 but I had to search for a link to the 1.3 document. (http://www.niem.gov/pdf/NIEM-NDR-1-3.pdf), while 1.2 was easy to find but appears to be a draft (linked from many page sidebars even those updated well after the October 2008 release date).

Also, Line 117 "This specification follows some naming conventions for artifacts defined by the specification, as follows:" should be changed to reflect the use of the NIEM guidelines, which is the motivation for the multiple type declarations. The voice should be more like "This specification follows the [NIEM] Naming and Design Rules. Specific conventions include:"
