1138: the introduction of "Q" for reactive power follows the use of "S" for apparent power (a.k.a. vector power and complex power) and "P" for real power, and is well within the most common usage of any power engineer. As this standard is not a metering standard, no reference to "Electronic Q Metering" as defined by the Handbook for Electricity Metering 10th ed is implied nor used. The usage of S, P and Q are internally consistent to Annex D. This could be further explained by a simple diagram, or, if the TC really believes that "Q" as defined in HEM10thEd is a market quantity, removed from this informative annex, but then requiring removal or "S" and "P".

1140: this has been wonderfully inconsistent throughout history. One can cite authoritative references for "vars", "VAR", and "VAr" without being able to say "...there is only one correct spelling for the abbreviation...". "volt-amperes reactive" can be traced to 1948 (minimally), Kimbark Power System Stability Volume 1. "VAR" is used by many including Handbook for Electricity Metering 10th Ed. (2002) and ANSI C12.19-2008. "var" is cited in Shultz/Smith Introduction to Electric Power Engineering (1988). IEEE 100-1988 uses "var", and derivatives thereof. it might be useful instead to state for 1139-1140: unit: volt-amperes reactive; abbreviation: VAR, VA-r, var, VAr
