General comment on the last set of comments - is changing some of these to min=0 holding up anything? Is the idea of a review period to make sure there are no changes?
Re: 1) The price the customer is charged is in the tiers. I do not know what this other non-tier price would apply to in this case. I think that if it is a flat price it would be a different message.
2) I don't understand the reply. Why are we representing power units in a retail tariff in the first place. And why would it vary by interval?

4)same as general comment. This is repeated for each interval. It looks like the Italians have tiered blackouts? Should be optional.
5)There are no comments on the original request. There will always be a last tier. Are up prposing that we require a huge number in the last one? or some other way of indicating this is the last tier. 
6)minoccurs=0 is fine
7)I can't gaurantee that they are all in url format, but I think almost anything without a space passes the restriction.
8)These are rate schedules. We do not know how much the customer will buy beforehand.
