The referenced statement appears to be from line 231 of the specification as repeated below:

"Transactive Energy Market Information Exchange ([TeMIX]) is a specialization of work within the EMIX TC to address retail and wholesale transactions using approaches common in energy wholesale and financial markets. This specification defines a TeMIX profile as a restricted subset of the EMIX information model."

This is a non-normative statement that does not imply the TeMIX is intended to apply to IRC markets in operation today.  EMIX is not the same as TeMIX.  TeMIX is a restricted subset of EMIX as stated.

While the US IRC markets use a bid-based, security constrained dispatch, this approach is not common in wholesale markets in Europe and many other parts of the world and some areas of the US.  And wholesale markets forward of the IRC day ahead markets do not routinely use the IRC market model.  Many transactions in IRC market areas are carried out forward of and outside of IRC day ahead to real-time markets.  EMIX has provided extensive functionality to describe resource offers to IRC markets, including offer, curves, ramp rates, congestion costs and prices, other various IRC costs and the transactions (awards) that result. These can be further developed in an IRC profile in Energy Interop.

I recommend this issue be closed.
