replace the following text in the specification:
Quantifies the environmental burden created during the generation of the electric power.
with:
Extensibility mechanism through which environmental characteristics of the product may be asserted.

<xs:documentation>An Environmental Warrant asserts what environmental cost was created by the product.</xs:documentation>
with:
<xs:documentation>An Environmental Warrant is used to assert what environmental characteristics are part of the product. Implementers should note that no characteristics are actually defined in EMIX (emix:product), but rather this is an extensibility mechanism. Those characteristics should be developed following the extensibility rules defined in EMIX.</xs:documentation>

The EMIX TC should then comment on the PAP03 requirement as follows:
It is recognized that EMIX does not actually define environmental characteristics, but rather provides an extensibility mechanism through which these may be asserted as part of the product. For environmental characteristics, a placeholder Environmental Warrant has been defined in EMIX. Implementers of EMIX should provide these through the extensibility rules defined in EMIX.
