        This document contains proposed changes in response to comments received during balloting. Changes are on lines 24-25; line 37; lines 58-59.  With respect to comment received on lines 11-24, I am not sure how to address and would appreciate comments.  The document is supposed to target an audience that is not part of this process, nor necessarily educated about the electric system. Specifically, can a business manager (say for General Motors) justify to the CFO an investment in these standards if the CFO has no background to understand them? Probably worth a conference call to discuss.
