As a procedural question, sure, composition is the OASIS way. As a TC question, fine with me, if the TC wishes it. As an IP question, does the proposal have someone identified, and will those interested in DLC be happy with the IP status of the results. As a tactical question, 4 guys from this TC (you are already OASIS members) and 4 more form your organizations (they are, too) and two guys who are still members because of oBIX and some guy named Bob that you convince to join could start floating a TC charter tomorrow As an oBIX guy, I could suggest making an oBIX profiled conversation allowing one to pull it together in a month - in any of those venues.
