I'd like to remind us that a vote on taking WD17.1 to Committee
Specification Draft and then to Public Review will happen during this
meeting.

Some procedural background: there will be at least two more public reviews,
each preceded by work on the specification, schemas, and WSDL, and each a
formal full majority vote.

I've found it important to move to this first formal public review, as it
gets the broad exposure, review, and stability we need to move forward --
any to find the things that need more work.

Please also look at open Jira items if you can before the meeting.
