Not quite yet, but the remaining steps are tolerably mechanical:
rewrite the Internet-Draft (shortening it considerably), get it
past the urn-nid mailing list (2 weeks delay, but we have resolved
all their issues IIRC), wait for IANA to publish it.

Everything about FPIs can be cut out of the draft, except
for a tiny bit explaining why "//" and "::" get special
encodings: they are used as component separator and subcomponent
separator, respectively, in ISO 8876/9070 Formal Public
Identifiers, a commonly used kind of public identifier.
