vote on whether to keep system URIs

As empowered in the last meeting, I'm posing the question as 
raised by John Cowan for a vote. The votes are due back by email 
by midnight Pacific time today (Monday, May 21, 2001)

The issue is that the specification currently has both a <system> 
element and a <uri>element (sections 5.4 and 5.7 respectively).

John's proposal is to eliminate the <system> element, subsuming 
all the system functionality under the <uri> element. 

Voting members of the ER TC should reply to this email (keeping 
the same subject line) and state whether they wish to accept 
John's proposal, whether they disagree with accepting it, or 
whether they abstain. Those who do not vote by midnight Pacific 
time will be counted as abstaining.
