In section 4.3 Rewrite entries, we say "rewriting can be applied 
to the base URI that precedes the fragment identifier."  Since I
don't think you really mean "base URI" in the Infoset or RFC 2396
sense, I think this is a poor choice of terms.  I could suggest
the official term from RFC 2396, but I doubt most people would
know what it meant, so I guess we need to be more descriptive
here.  But I don't like using "base URI".
