I'm coming late to the party, but I agree.

Ironically, it turns out I've just about finished doing some
implementation work that involves a couple of catalog extensions (to
identify namespace URI "natures" and "purposes" a la RDDL and to deal
with automated caching), but I don't think I want to propose
standardizing those.
