I hate to point this out, but with only 2 members out of 6 present, there
was no quorum, the meeting had no legal existence under OASIS (i.e.
Robert's) rules, and all its acts are _ultra vires_ and void unless confirmed by
a legal meeting.
A RRO committee's quorum, unless otherwise specified, is a majority of
the members, namely 4 at the present time. I have searched the OASIS TC Process
document and Bylaws, and they contain no definition of a committee quorum,
so the default applies.
