Yes, exactly.  The Committee considered as a legal entity simply didn't
meet: some individuals had conversations.

That would require notifying all the members that a special meeting
was being called.  No problem, since email notification is sufficient.

I think so too.  There is nothing about IRC in the TC process document,
but teleconference meetings work fine.
