You are of course right about that. To be honest, I didn't even think
of this problem, which of course I should have. Thanks for setting me
straight on this.

Fortunately, this meeting made no important decisions. What we did was
simply to sit down and design the first proposal, something the chair
should (according to plan) have done on his own before the meeting.
The proposal has to be reviewed by the committee and revised over
several iterations with the committee's feedback in any case, so to
change the official record to make this an unofficial meeting is not a
problem at all.

So what I could do is to change

to record this meeting as a TC meeting without quorum, and then to
change the minutes themselves to reflect that the meeting did not have
a quorum, but that the minutes are there anyway to record what was
discussed. 

How does that sound?
