I would think that the identity (personal identity) and identifier (system
identity) identities could have the same namespace (i.e. a machine
processable GUID)

     -namespace (GUID) referencing unique "human object" (for lack of a
better word) (http://www.interposting.com/ranjeethkumarthunga)

The namespace itself would contain the resources that make up the
'ranjeethkumarthunga' object, including the base physical, psychological,
etc data and appropriately constrained set of schemas, referencing the
appropriate namespaces for HumanML modules (indian_ancestry, US_gestures,
etc).  Of course, these schemas would have namespaces that point to OASIS).

BTW, OASIS does have a registered URN scheme. See

For the work of the HumanML TC you get a branch of the namespace as
follows:
urn:oasis:names:tc:HumanML:{type}{:subtype}?:{document-id}
