Note the distinction between 

identity (identification process returns who am I) and 

authority (authorization process returns what services can I use, who can 
use my "identified resources).  

Note the primacy of process.   Authority can be defined as the 
rights of a process to choose the choices available to another 
process.  This process acts a control over the subprocess.
