Subject: Some information on membership status


Members of the IBOPS Technical Committee, 

I want to make sure that you are all aware of the options for membership in the Technical Committee. OASIS has three types of members: Member, Persistent Non-Voting Member, and Observer. 

The effect of each of these on your participation is as follows: 

1. Member. Members can fully participate in TCs, are subscribed to and can mail to the TC's main email list, can join in the conversation, and are listed in the TC's public roster. In addition, Members can gain and maintain voting rights in the TC. 

Someone who joins as a member more than 7 days before the first meeting and attends the first meeting gains voting rights and is listed as a Voting Member. Someone joining after the first meeting must attend two consecutive meetings to gain voting rights. Once you have voting rights, if you miss two consecutive meetings, you lose rights and must attend two again to regain them. 

Voting members affect quorum. At least 50% of the voting members of a TC must be present at a TC meeting in order for it to be able to carry out business such as votes. Below 50%, TC meetings can have discussion but cannot carry out any official business. 

2. Persistent Non-Voting Members. PNVMs can fully participate in TCs, are subscribed to and can mail to the TC's main email list, etc.. The only difference from the Member role is that the person has declared that they are a non-voter. They do not affect the attendance count for quorum purposes and, in addition, need not be concerned with attending meetings in order to maintain voting rights. 

3. Observers. Observers can observe, but not participate, in the activities of the TC. They can attend meetings but they cannot join in the discussion. They receive email from the TC's email list but they cannot send to it. They are not listed in the TC's public roster. They are truly there to observe. In addition, as Observers, they do not incur any of the IPR obligations of TC members. 

Members can have their status changed from Member to Persistent Non-Voting Member by OASIS staff contacts and, after the first meeting, by the Chair or Secretary of the TC. If anyone would like their role changed, please notify me and I will be happy to change it.
