It is really up to the TC. Best way I have seen it done is to just ask the TC if any members (not observers by the way) do not want to be included but otherwise list all members.

Full roster? Active participants of the TC during the period the Work Product has been developed? I can deliver all details, but some guidance is helpful.

I must ask you to do a bit more work on Identity In The Cloud Gap Analysis Version 1.0 before we can proceed with the preparation of the document and the public review. 

The draft presented does not have any acknowledgements. The acknowledgements section is required by Sect. 2.18 of the TC Process: "Acknowledgements. Any Work Product that is approved by the TC at any level must include a list of people who participated in the development of the Work Product. This list shall be initially compiled by the Chair, and any Member of the TC may add or remove their names from the list by request." 

While fixing that you might as well remove the empty Appendix B. 

Please add the acknowledgements to Appendix A, re-approve the CND for public review and send us the link to the minutes with the approval motion. I will keep the existing tickets open and update them when I get the updated information from you.
