During the F2F, I was asked to provide additional clarification to the
Discover Versions proposal. The following changes were made to the
proposal:

1.	Clarified that an empty list shall be returned by the server if the
server does not support any protocol version specified in the request
payload
2.	Removed the Things to consider  section and added the text for the
Usage Guide

Note that Subhash initiated a ballot for this proposal. Please review this
version instead of the version that is referenced in the ballot.
