RNG proposals

As discussed on the previous TC call, I've split out the proposal to
keep each item separate and to allow for discussion and alternate
layered proposals on the range of items covered in the call.

1) The base proposal simply allows for specification of the RNG
supporting the NIST terminology used in the FIPS140 cryptographic module
validation program and elsewhere.
2) The query proposal allows for returning which RNG (or RNGs) a server
supports.
3) The attribute proposal covers off on returning which RNG was used
during key generation.
4) The specify proposal uses the base+attribute proposal and extends it
to allow for specification by the client as to which RNG it requires to
be used.

There is an Outstanding Comments section in each document covering the
issues raised on the call and via subsequent discussions with comments
on each issue.
